Rapporteur (the Member appointed to lead Parliament's work on this text): CAPOULAS SANTOS Luis Manuel (S&D)
Summary
The dossier concerns the CAP adjustment rate to direct payments for the year 2013. The amendments set or leave open the percentage reduction of direct payments to farmers under the financial-discipline mechanism, extend the deadline for the European Parliament and Council to determine adjustments, provide for revising the rate once the 2014-2020 multiannual financial framework is adopted, and exempt the outermost regions and the smaller Aegean islands.
