Summary
The dossier concerns the application of direct payments to farmers under the Common Agricultural Policy for 2013. Amendments include a call to reject the Commission proposal, and address the compulsory progressive reduction ('modulation') of direct payments, voluntary modulation, net ceilings, the phasing-in of payments in Bulgaria and Romania, transfers to rural development, transitional national support, and the delegation of powers to the Commission.
