The dossier aligns the common agricultural policy support schemes for farmers and voluntary modulation of direct payments with the TFEU as regards delegated and implementing powers. The amendments revise recitals on conferring implementing powers on the Commission to integrate voluntary modulation into rural development programming, ensure its financial management, and fix the resulting net amounts.
