Challenge of the EU development cooperation policy for the new Member States

An own-initiative report whose title refers to EU development cooperation policy for the new Member States, although the amendments concern carbon capture and storage (CCS). They discuss CCS as a complementary climate-policy technology, demonstration plants, safety and permanence criteria for storage sites, CCS's effect on power-plant efficiency and coal use, air pollution, financing by the power sector, and use of the EU Emissions Trading Scheme and an allowance reserve.
