Legislation on third countries whose nationals are subject to or exempt from a visa requirement when crossing external borders, concerning holders of Serbian passports issued by the Serbian Coordination Directorate. The amendments raise concerns that issuance of these passports to residents of Kosovo violates Kosovo's sovereignty, flag security and data risks, dual passports circumventing the 90-day visa-free limit, repatriation and readmission ambiguities, and the Serbia-Kosovo normalisation dialogue.
