Rapporteur (the Member appointed to lead Parliament's work on this text): O'SULLIVAN Grace (Verts/ALE)
Summary

This file on the Union environment action programme for 2021 to 2030 follows the ordinary legislative procedure, in which Parliament and the Council decide together to produce binding EU law. It was handled by the Agriculture and Rural Development, Environment, Public Health and Food Safety, and Transport and Tourism committees, under subjects of environmental policy, international environmental agreements and sustainable development. The tabled amendments build on the 7th Environment Action Programme and the European Green Deal, referencing the IPBES report on biodiversity and pandemics, planetary boundaries and the UN 2030 Agenda, and set thematic priority objectives on climate neutrality, biodiversity, circular economy and zero pollution, alongside provisions on data, indicators and the roles of the EEA and ECHA. It shares subjects with related files including the 7th Environment Action Programme.

In plenary, Parliament usually votes in steps: first on amendments to the text (sometimes split into parts, so Members can accept one half of a sentence and reject the other), then on the text as a whole. The “main vote” is the one that adopts or rejects the text itself. Each vote below shows exactly which step it was. How voting works →
