Summary

This procedure concerns establishing the Temporary Decarbonisation Fund. The amendments dispute how the Fund is financed from CBAM revenues and EU ETS proceeds, whether contributions go to the Commission or are retained by Member States, and how support reaches operators and downstream operators in carbon-intensive sectors facing carbon leakage. Others add conditions on energy audits, State aid, tax transparency, and oversight by OLAF, the Court of Auditors and the EPPO.
