Summary
This own-initiative report assesses the implementation and impact of energy efficiency measures under cohesion policy. Amendments link cohesion policy and the Structural and Cohesion Funds to energy-saving targets, building renovation, energy poverty and rising energy prices, reference Directives on energy efficiency and building performance, the JESSICA and ELENA initiatives, reduced VAT rates and smart grids, and cite Court of Auditors findings on cost-effectiveness and the need to simplify procedures.
