A recast proposal on explosives for civil uses, their making available on the market and supervision, part of the 'Goods package'. The amendments address the definition of explosives by reference to the UN recommendations on transport of dangerous goods, obligations of manufacturers and importers including sample testing and registers of complaints and recalls, the EU declaration of conformity, conformity-assessment and notified bodies and their independence, national accreditation bodies, and transitional and transposition provisions.
