Summary
This dossier concerns the marketing and use of explosives precursors. The amendments establish harmonised rules monitoring transactions in substances that could be misused to make explosives, a licensing scheme for members of the public, concentration thresholds, reporting of suspicious transactions, thefts and disappearances via national contact points, treatment of substances such as hexamine fuel tablets and ammonium nitrate used by farmers as fertiliser, processing of personal data, and fundamental-rights safeguards.
