Summary

The dossier establishes the Reform and Growth Facility for the Western Balkans. The amendments tie the Facility to fundamental rights, the rule of law, human and labour rights, gender equality, the European Green Deal and the Sustainable Development Goals, set preconditions on democratic mechanisms and minority rights, and specify Reform Agendas, anti-fraud safeguards, and support for green and digital transitions, SMEs, education and marginalised Roma, Ashkali and Egyptian communities.
