Summary

The dossier concerns a revision of the Market Stability Reserve for the EU Emissions Trading System. The amendments revise recitals on the Paris Agreement, the IPCC, the European Green Deal and the 2050 climate-neutrality objective, and adjust how allowances in circulation are deducted and placed in the reserve, the annual percentage rate, carbon prices and the supply-demand imbalance, with references to the COVID-19 pandemic and energy poverty.
