Summary

A regulation setting binding annual greenhouse gas emission reductions by Member States (Effort Sharing Regulation). The amendments tie the target to climate neutrality by 2050 and the Paris Agreement, revise the reduction figure, set annual emission allocations and flexibilities including the LULUCF flexibility, address the role of regional and local authorities, the European Green Deal, energy efficiency, the COVID-19 pandemic's effect on emissions, and review of emissions data in 2025.
