Summary

This own-initiative dossier is a recommendation on the implementation and governance of Permanent Structured Cooperation (PESCO). The amendments rework provisions on the common security and defence policy and Treaty articles, the participating Member States and their defence capabilities, the European Defence Agency, the relationship with NATO, the prohibition on financing military operations from the EU budget, neutrality, and the cost of non-Europe in security and defence.
