Digital Markets Act

2020/0374(COD)·9th term·CULT / ECON / IMCO / ITRE / JURI / LIBE / TRAN·COD - Ordinary legislative procedure (ex-codecision procedure)·CompletedProcedure completed
Rapporteur (the Member appointed to lead Parliament's work on this text): SCHWAB Andreas (EPP)
Summary

The Digital Markets Act is a file handled under the ordinary legislative procedure, meaning Parliament and the Council of the EU decide together to produce binding EU law. It was examined by committees including Internal Market and Consumer Protection, Economic and Monetary Affairs, and Legal Affairs, under subjects covering data protection, e-commerce, internet, digital technologies and consumers' interests. The amendments target core platform services and gatekeepers, addressing their scale economies and data access, contestability and unfair practices, quantitative designation thresholds by turnover, market capitalisation and active users, definitions of active user and control, restrictions on business users, and Commission powers to designate gatekeepers and update the Regulation. It shares subjects such as digital technologies with related files including the European Digital Identity framework.

Plenary votes

39 roll-call votes

In plenary, Parliament usually votes in steps: first on amendments to the text (sometimes split into parts, so Members can accept one half of a sentence and reject the other), then on the text as a whole. The “main vote” is the one that adopts or rejects the text itself. Each vote below shows exactly which step it was. How voting works →
