Summary
Own-initiative report on the EU guidelines and the mandate of the EU Special Envoy on the promotion of freedom of religion or belief (FoRB) outside the EU. The amendments elaborate the definition of FoRB to include theistic, non-theistic and atheistic beliefs and apostasy, invoke the Universal Declaration of Human Rights and the ICCPR, address secularism, and note the criminalisation of apostasy and blasphemy and persecution of secular and humanist organisations.
