Summary

This own-initiative report concerns the role of preventive diplomacy in tackling frozen conflicts around the world. Amendments revise recitals on the changing geopolitical context, the multilateral rules-based order, hybrid threats, cyberattacks and disinformation, the UN definition of preventive diplomacy, Russia's war of aggression against Ukraine, the EU's role as aid donor and mediator, and the EU special representatives appointed for conflict regions.
