Summary

A dossier on determining a clear risk of a serious breach by Poland of the rule of law. The amendments reference Article 2 and Article 7 of the Treaty on European Union, the reform of the Polish judiciary, infringement procedures launched by the Commission, hearings of Poland in the Council, and reports by the United Nations and the OSCE; some express deep concern, others call the Polish Government's explanations legitimate.
