Summary

Non-legislative procedure on ratification and accession by Member States to the 2010 HNS Convention on liability and compensation for damage from carriage of hazardous and noxious substances by sea. Amendments set out the Convention's aims of prompt compensation, strict liability of the shipowner and the polluter-pays principle, address overlap with the recast Brussels I Regulation, and urge Member States to ratify or accede within the same timeframe.
