Financial rules applicable to the general budget of the Union: procurement procedure

A co-decision procedure amending the financial rules applicable to the general budget of the Union concerning procurement. The amendments address external action procurement including CSDP civilian missions, electronic procurement and access for SMEs, environmental, social and labour obligations, exclusion criteria covering fraud, tax evasion, corruption and money laundering, conflicts of interest, the role of OLAF and a panel, financial penalties, and award of contracts to the most economically advantageous tender.
