Summary
The dossier reviews the European Arrest Warrant. Amendments revise recitals on Framework Decision 2002/584/JHA as a cornerstone of mutual recognition and on problems in its operation, including the absence of an explicit human-rights ground for refusal and of an effective remedy, lack of review of Schengen Information System, Interpol and Europol alerts, disproportionate use for minor offences, pre-trial detention, proportionality, and the definition of serious and organised crime.
