Summary
An own-initiative report on a recovery and resolution framework for non-bank institutions. The amendments draw on IAIS, FSB and CPSS-IOSCO work, focus on central counterparties (CCPs), central securities depositories (CSDs), systemically important insurers and other financial institutions, and call for recovery and resolution plans, supervisory powers and a ladder of intervention, while addressing systemic risk, central clearing and consistency with EMIR and the bank recovery and resolution directive.
