Summary

This own-initiative report concerns the composition of the European Parliament with a view to the 2014 elections. Amendments address the allocation of seats among Member States under the principle of degressive proportionality set in the Treaty, mathematical formulas such as the Cambridge compromise limiting losses to one seat per Member State, demographic changes, the link to voting in the Council, and the need for Treaty change for a durable solution.
