Summary
This report concerns innovative financial instruments (IFIs) in the next multiannual financial framework. The amendments address combining Union budget funding with public and private financing to mobilise investment, IFIs acting as a catalyst in situations of market failure or sub-optimal investment, limits on the Union budget's liability, their use in cohesion policy, ex ante assessments, links to the EU2020 Strategy, public-private partnerships, and European added value.
