Summary

Draft decision on the system of own resources of the EU. The amendments set out the European Parliament's position that the Union budget should be financed by genuine own resources rather than national GNI- and VAT-based contributions, criticise the prevailing 'fair return' logic in the Council, call for reform of the own resources system, and reference the High Level Group on own resources and its inter-institutional assessment with national parliaments.
