Summary
An own-initiative report on European broadband and investing in digitally driven growth. The amendments address broadband and next-generation access roll-out in 'white' and 'grey' areas, the balance between public and private investment and competition, the digital divide and coverage targets (such as 2Mbps in rural areas and EU ICT leadership), recognition of internet access as a human right, network neutrality, universal service, spectrum, and cybersecurity involving the Commission and ENISA.
