A report on the multiannual financial framework for the years 2007-2013. The amendments concern compliance with Article 311 TFEU on providing the Union with adequate means, reprioritisation within the budget given the economic climate, the need to revise the MFF and its flexibility mechanisms, financing of new Lisbon-Treaty policies and the European External Action Service, concern over policies financed outside the EU budget, and the budgetary implications of the European Financial Stabilisation Mechanism, with references to the Bananas Agreement, ITER and Galileo.
