Summary

This own-initiative report concerns application of Directive 2004/38/EC on the right of EU citizens and their family members to move and reside freely. Amendments cite incomplete and incorrect transposition by Member States, breaches over entry and residence of third-country family members, and divergent interpretations of 'family member', 'partner', 'sufficient resources' and grounds for expulsion. They reference the Metock case and additional documents required of Union citizens.
