Summary
This own-initiative report is the mid-term review of the 2007-2013 financial framework. The amendments address the under-financing of Heading 4 and a flexibility mechanism to react to crises, the link between expenditure review and reform of revenue and own resources, energy security, additional financing for priorities such as Galileo, the EIT and the food facility, and the mid-term evaluation of programmes in 2010-2011.
