Summary
The dossier is a recast on port State control. The amendments set up a port State control regime based on inspections and the Paris Memorandum of Understanding, attribute ship risk profiles determining inspection priority, require adequately resourced competent authorities with qualified inspectors, provide a right of appeal against detention orders, link inspection to flag State detention rates, and require public publication of company performance.
