Summary

These amendments concern the proposed 28th regime corporate legal framework creating a harmonised legal form called EU Inc. for innovative startups and scaleups, linked to the Commission's Competitiveness Compass communication of 29 January 2025. One resolution rejects the proposal to safeguard national labour, social and co-determination rights. Many amendments stress that the Regulation should not affect Union and national labour, tax and social security law, that worker protections apply where work is habitually performed, and that more favourable protections should prevail. They cover the definition of scaleup (a non-listed enterprise employing fewer than 500 persons with turnover or balance sheet exceeding EUR 10 million), digital registration, employee participation, transparency of employee figures, and EU-ESO ownership schemes that must supplement rather than replace ordinary wages and social security contributions.
