Framework Agreement on relations between the European Parliament and the European Commission
This procedure concerns the revised Framework Agreement on relations between the European Parliament and the European Commission, updating the 2010 agreement in line with the Parliament 2024 reform and the April 2024 revision of the Rules of Procedure. Amendments recall the Treaty basis for interinstitutional agreements, the principle of conferral, and institutional balance and mutual sincere cooperation under Article 13(2) TEU. They welcome it as an institutional advance for Parliament's scrutiny, including equal treatment with the Council, impact assessments, a gender-balanced College, commissioners appearing in plenary and during a Question Time of up to 90 minutes, and information on international agreements. They regret gaps such as support for committees of inquiry and missing justifications for withdrawn proposals, and note that campaigning as lead candidates (Spitzenkandidaten) must not breach political neutrality.
