Implementation of the common foreign and security policy – annual report 2025

Summary

This procedure concerns the implementation of the common foreign and security policy and its annual report for 2025. It is an own-initiative report, in which Parliament sets out its own position on a subject; it is not itself a law and is not binding. The file was handled by the Committee on Foreign Affairs. The tabled amendments invoke Articles 2, 3(5) and 21 TEU as the basis of EU external action, address suspending bilateral support to Israel, expanding a Magnitsky-style human rights sanctions regime and adopting an anti-corruption sanctions regime, and call for deeper coordination with the G7 and G20. Several concern the persecution of religious minorities including Christians, the Women, Peace and Security agenda, protection of children in conflict, and reference resolutions on Russia's war against Ukraine.
