Control, transparency and traceability of performance-based instruments

2025/2032(INI)·10th term·CONT·INI
Summary

An own-initiative report on control, transparency and traceability of performance-based instruments. The amendments invoke sound financial management and the Financial Regulation, financing not linked to costs and the Recovery and Resilience Facility, weaknesses in its control system identified by the ECA, the accountability gap from decoupling disbursements from expenditure, discretion in assessing milestones and targets, and concerns over generalised use of such instruments in the next MFF.

In plenary, Parliament usually votes in steps: first on amendments to the text (sometimes split into parts, so Members can accept one half of a sentence and reject the other), then on the text as a whole. The “main vote” is the one that adopts or rejects the text itself. Each vote below shows exactly which step it was. How voting works →
