Framework of measures to facilitate the transport of military equipment, goods and personnel across the Union
This procedure establishes a framework to facilitate the transport of military equipment, goods and personnel across the Union. Some amendments reject the militarised approach and the EU ReArm programme, while others build out the system: integration of NATO-standard tools such as LOGFAS, military transport clearances and permissions, Council activation of an emergency mechanism (EMERS) with permissions deemed accepted, and a Solidarity Pool of transport and logistics capacities including with Ukraine. They set decision deadlines of 48 hours (24 hours on pre-coordinated routes), compatibility with Directive 96/53/EC, alignment with ADR, ADN, RID, IMDG and ICAO rules or NATO AMovP-6, the North Atlantic Treaty signed in Washington on 4 April 1949, Union data hosting, liability, insurance including war risks, compensation, dual-use infrastructure funding, and Member State jurisdiction over registries grounded in UNCLOS.
