Budget expenditure tracking and performance framework

This file concerns a budget expenditure tracking and performance framework; under the ordinary legislative procedure Parliament and the Council decide together and the result is binding EU law. It was handled by committees including Economic and Monetary Affairs and Environment, Public Health and Food Safety, under Budget of the Union, financial regulations and budgetary control. The tabled amendments set application from the 2028 to 2034 MFF, define a five-tier system of EU coefficients, empower delegated acts for climate and environment spending targets, add gender-equality scoring and a streamlined do-no-significant-harm guidance, a do-no-harm-to-cohesion principle and a competitiveness mainstreaming check, and constraints on biofuel funding.
