Summary

Amendments to the proposal on accelerating permit-granting procedures, focused mainly on energy projects. They address grid connection permits and deadlines for small-scale renewable installations, storage assets and recharging pools, repowering and hybridisation of existing plants, single digital portals for projects, ten-year network development plans by transmission system operators, public participation and judicial challenges, and environmental screening under the environmental impact assessment and Habitats directives, including Natura 2000 areas. Several amendments touch the overriding public interest presumption, CO2 transport and storage infrastructure, hourly Guarantees of Origin, the energy efficiency first principle, and sharing benefits of projects with local communities.
