Monitoring and controlling drug precursors
This procedure is an ordinary-legislation regulation on monitoring and controlling drug precursors. The amendments create a new category for designer precursors, require operators and online marketplaces to report suspicious transactions, thefts and disappearances, set up notification, licensing and a centralised electronic system checked before market access, and cover pre-export objections, customs and cross-border enforcement, penalties, a role for the drugs agency and a safeguard clause for emerging substances.
