Amending Decision (EU) 2021/1764 on the Association of the Overseas Countries and Territories with the European Union including relations between the European Union on the one hand, and Greenland and the Kingdom of Denmark on the other
These amendments revise Decision (EU) 2021/1764 on the association of the Overseas Countries and Territories, including Greenland, with the EU. In the context of the new Multiannual Financial Framework, they debate the funding envelope for 2028-2034, with some proposing EUR 999 000 000 (at least 25% for Greenland) and others capping it at EUR 500 000 000 with a view to a gradual phase-out. Recurring themes include Greenland's growing geostrategic importance in the Arctic, the GIUK gap and NATO's northern dimension, access to critical raw materials and rare earths (including New Caledonia's nickel), the Global Gateway strategy, STEM education, maritime security, and Greenland's right to self-determination. Amendments also invoke Articles 198 to 204 TFEU and question continued financial solidarity given that OCTs are not part of the single market.
