Summary

This procedure concerns the Justice programme for the period 2028 to 2034. Amendments stress ensuring sufficient human, technical and IT resources, digitalising judicial offices and judicial cooperation, and safeguarding traceability of expenditure and the prerogatives of the budgetary authority. They call for increasing the financial envelope to EUR 0.89 billion in current prices (EUR 0.79 billion in 2025 prices), adopting work programmes by delegated acts under Article 290 TFEU, supporting victims of crime, procedural rights of suspects and requested persons in European Arrest Warrant proceedings, judicial training via the European Judicial Training Network, protection of whistleblowers under Directive (EU) 2019/1937, and conditioning third-country association on respect for the rule of law and the values in Article 2 TEU. They also propose minimum allocations for fighting corruption and organised crime (including Eurojust and the EPPO) and for digitising justice systems.
