Summary

This dossier amends certain CAP Regulations on conditionality, direct payments, sectoral and rural-development interventions, performance reports and controls (Omnibus III). The amendments invoke simplification and competitiveness while debating the conditionality system of Statutory Management Requirements and GAEC standards, permanent grassland, carbon-rich soils, peatlands and wetlands, crisis payments after natural disasters, subsidised insurance, risk management, young farmers, and agri-environment-climate commitments; two opinions call for rejection of the proposal.
