Global Europe
Global Europe is an ordinary legislative procedure, meaning Parliament and the Council of the EU decide together and the outcome is binding EU law. Handled through a joint committee procedure with Budgetary Control, Civil Liberties, Justice and Home Affairs and Fisheries, it falls under common commercial policy, the Union budget and financial regulations. The tabled amendments set indicative allocations such as EUR 60 531 000 000 for Sub-Saharan Africa, require due diligence so funds do not reach entities controlled by adversaries, invoke a Team Europe joint-programming approach, address Russia's aggression against Ukraine, and add provisions on gender equality, critical raw materials, publication of final beneficiaries and visibility of EU funding. It shares subjects such as the Union budget with related files including "Amendments to the Financial Regulation. Recast".
