Summary

This own-initiative report addresses challenges regarding cross-border cooperation with neighbouring countries. Amendments cite Cohesion Policy, IPCC reports and the Paris Agreement, and revise recitals on cooperation supporting peace, sustainable development, environmental protection and public health along the EU's external borders, the European Neighbourhood Instrument and PEACE+ programme, candidate countries' pre-accession, the impact of COVID-19 and Russia's aggression against Ukraine, and brain drain from border regions.
