Summary

This codecision dossier establishes the Ukraine Facility. The amendments structure support for Ukraine's recovery, reconstruction, modernisation and macro-financial stability across Reform, Reconstruction and Stability components under a Ukraine Plan, link it to EU accession and alignment with the acquis, address the balance of loans and public debt, coordination with NDICI and pre-accession assistance, and the war's social, economic and infrastructure consequences.
