Summary

This consultation concerns speeding up and clarifying implementation of the excessive deficit procedure. Amendments include outright rejection of the Commission proposal and proposals to repeal the Stability and Growth Pact, and rework recitals on the 3% deficit and 60% debt reference values under the TFEU, debt sustainability, net primary expenditure, the COVID-19 response, the Paris Agreement climate goals, full employment, and exceptional circumstances allowing deviation from the fiscal path.
