Summary

This own-initiative report addresses the Commission's 2021 Rule of Law report. Amendments debate the values in Article 2 TEU, the primacy of EU law versus national constitutions (citing rulings of Constitutional Courts in Romania and Poland), and democratic deficits in emergency measures taken during the COVID-19 pandemic; they also cover judicial independence, digitalisation of justice systems, lawyers in the EU Justice Scoreboard, and the Commission's periodic monitoring.
