This dossier is a recommendation to the Council taking stock of the functioning of the European External Action Service and a stronger EU in the world. The amendments address the EEAS's role in EU foreign, security and defence policy under the High Representative, multilateral partnerships, unanimity versus qualified majority voting, forms of diplomacy, and Russia's aggression against Ukraine as a violation of international law.
