Summary

This procedure strengthens CO2 emission standards for new cars and vans. It runs under the ordinary legislative procedure, in which Parliament and the Council of the EU decide together to enact binding EU law. The committees on Environment, Public Health and Food Safety, Industry, Research and Energy, and Transport and Tourism handled it, covering road transport, the motor industry and vehicle pollution. The amendments diverge sharply on ambition: some tighten fleet-wide reduction targets and reference the Paris Agreement and climate neutrality by 2050, while others call zero-emission targets counterproductive and would limit reductions to what is technically feasible. Others add life-cycle and renewable-fuel considerations, obligations on private company fleets, credit pooling between manufacturers, and treatment of plug-in hybrids relative to battery electric vehicles.
