Joint Undertakings under Horizon Europe
This procedure concerns the Joint Undertakings established under Horizon Europe. It is a non-legislative procedure, in which Parliament gives its consent to, or its opinion on, an act of the Council. It was handled by the Committee on Industry, Research and Energy, in the fields of the EU framework programme, innovation, and agencies and bodies of the EU. The tabled amendments frame the Joint Undertakings as public-private partnerships funded from Horizon Europe, invoke freedom of scientific research under Article 13 of the Charter of Fundamental Rights and the 'Do No Significant Harm' principle under Regulation 2020/852, and set climate-mainstreaming targets. They govern the composition of the Governing Board, the voting rights of members other than the Union, letters of commitment, and an Innovation Panel including patients and end-users.

Plenary votes
2 roll-call votesIn plenary, Parliament usually votes in steps: first on amendments to the text (sometimes split into parts, so Members can accept one half of a sentence and reject the other), then on the text as a whole. The “main vote” is the one that adopts or rejects the text itself. Each vote below shows exactly which step it was. How voting works →
