Summary

A discharge dossier on the 2019 general budget for the European Council and Council. The amendments postpone the discharge decision, call for separating the two institutions' budgets, address carry-over rates, impact assessments under the Agreement on Better Law-Making, an ethical framework and conflicts of interest, the Europa building, presidency corporate sponsorship, transparency raised by the Ombudsman, and a transparency register.
